Information for foreign applicants

The peculiarities of admitting foreigners and stateless persons to study in Volyn Orthodox Theological Academy

1.1. Admission for foreigners and stateless persons’ studying is carried out in accordance with the Laws of Ukraine “On Higher Education”, “On the Legal Status of Foreigners and Stateless Persons”, “On Foreign Ukrainians”, “On Refugees and Persons in Need of Additional or Temporary Protection”, Decree of the President of Ukraine No. 271 of June 3, 1994, “On Measures for the Development of Economic Cooperation of the Regions of Ukraine with the Adjacent Regions of the Republic of Belarus and the Administrative-Territorial Units of the Republic of Moldova”, resolutions of the Cabinet of Ministers of Ukraine of February 26, 1993 No. 136 “On the training of foreign citizens in Ukraine”, dated September 11, 2013, No. 684 “Some issues of recruitment for training foreigners and stateless persons”, Order of the Ministry of Education and Science of Ukraine dated November 1, 2013, No. 1541 “Certain issues of the recruitment and training (internship) of foreigners and stateless persons” registered in the Ministry of Justice of Ukraine on November 25, 2013 under No. 2004/24536 (as amended by the orders of the Ministry of Education and Science of Ukraine dated December 11, 2015, No. 1272 and August 11 2017, No. 1167).

1.2. Foreigners and stateless persons (hereinafter referred to as foreigners) may obtain higher education in Volyn Orthodox Theological Academy (hereinafter referred to as VOTA) for the funds of individuals and / or legal entities.

1.3. All categories of foreigners are enrolled in VOTA on the basis of enrollment orders that are formed in the Single State Electronic Database on Education.

1.4. Foreigners, who come to VOTA to participate in academic mobility or higher education programs in accordance with the agreed programs between VOTA and foreign higher educational institutions, are accepted for training, taking into account relevant contractual obligations.

1.5. Foreign Ukrainians who legally reside in Ukraine and whose status is confirmed by a certificate of a foreign Ukrainian, when applying to VOTA, enjoy the same rights to education as the citizens of Ukraine, with the exceptions established by the Constitution of Ukraine, laws of Ukraine or international treaties, consent to the obligation of which was provided by the Verkhovna Rada of Ukraine.

1.6. Foreigners and stateless persons permanently residing in Ukraine, persons who have been granted refugee status in Ukraine, and those who need additional or temporary protection, have the right to obtain higher education on an equal basis with Ukrainian citizens. These categories of citizens enter VOTA according to the rules provided for citizens of Ukraine.

1.7. Foreigners who come to Ukraine for the purpose of studying are admitted to VOTA according to licensed educational programs (specialties).

1.8. Foreigners who have completed their secondary education are allowed to study to obtain the bachelor's degree. The entry of foreigners for undergraduate studies is based on marks / grades from the document on the previous level of education (certificate of completion of full secondary education) and the academic rights to continue education provided by this document in the country of their origin.

1.9. Entrance of foreigners to study to obtain a bachelor's degree is carried out on the basis of the interview in the Ukrainian language and the interview in the specialty.

1.10. The selection committee for the training of foreign citizens and stateless persons may recommend enrolling for studying for a Bachelor's Degree to the foreigners who:

• provided a document on the previous level of education with marks / grades of achievement entitling them to continue their studies at the next level of higher education in accordance with the legislation of the country that issued the document on the obtained level of education;

• passed the interview in Ukrainian with the result of 60 points and more according to the 100-point scale;

• passed specialty interviews with the result of 71 points or more according to the 100-point scale.

1.11. Foreigners who have completed their general secondary education in educational establishments of Ukraine will be enrolled in studies for the bachelor's degree on the basis of the certificates of external independent assessment of knowledge which are equal to the results of the introductory interview if their score meets the minimum requirements in accordance with Appendix 3 to these Rules.

1.12. Foreigners who have a Bachelor's degree in the Theology are admitted to enter the course of studies for obtaining the Master's degree. Entrance of foreigners to study for a master's degree is based on points / grades from a document on the previous level of education (bachelor's degree, specialist’s degree or equivalent to them ones), the academic rights to continue education provided by this document in the country of origin of the student, and the interview results in the Ukrainian language, the English language and professional interviews.

1.13. The selection committee for the training of foreigners and stateless persons may recommend enrolling for studying for a Master's Degree to foreigners who:

• provided a document on the previous level of education with marks / grades of achievement entitling them to continue their studies at the next level of higher education in accordance with the legislation of the country that issued the document on the level of education obtained;

• passed interviews in English and Ukrainian with the result of 60 points and more according to the 100-point scale;

• passed a specialty interview with the result of 71 points and more according to the 100-point scale.

1.14. The admission committee may, in some cases, allow for interviews with foreigners to be conducted on-line, provided that the identity of the person admitted is secure.

1.15. Foreigners and stateless persons who enter VOTA for studies to obtain a Bachelor's or Master's degree submit the following documents:

• application for participation in the competitive selection to VOTA in electronic and paper forms;

• a copy of the passport document of the foreigner or a document certifying the identity of the stateless person;

• a document (an original and a copy) about the previously acquired educational level;

• application (an original and a copy) to the document on the previously acquired educational (educational qualification) level, on the basis of which the entrance to the academy is made (if any);

• the original and a copy of the document containing information on the content of the curriculum for the previous level (level of education), credits obtained, duration of training and the success in the disciplines (when applying for a Master's Degree);

• a health insurance policy, or otherwise provided by international treaties of Ukraine;

• 6 color photographs in the size of 3 x 4 cm on matte paper;

• a copy of the certificate of a foreign Ukrainian;

• additional documents, if required by the Rules of admission to the relevant programs and / or specialties of VOTA;

• copies of certificates of external independent evaluation (for foreigners who have completed general secondary education in educational institutions of Ukraine - if available);

• other documents in accordance with the requirements of Ukrainian legislation.

A copy of the passport document of a foreigner or a document certifying a stateless person, a document (an original and a copy) on the previously acquired educational level, an application (an original and a copy) to a document on the previously acquired educational level shall be certified in accordance with the legislation of the country of issue and submitted to the Admission Committee with an appropriately notarized translation into Ukrainian, or otherwise provided by international agreements of Ukraine.

1.16. When applying for a bachelor's degree, foreigners submit to the Admission Committee the relevant documents stipulated by these Rules, which are valid for foreigners and stateless persons, about the previously received secondary education in their countries of residence, and undergo a procedure for the recognition and establishment of the equivalence of documents carried out in accordance with The procedure for recognition in Ukraine of documents on secondary, secondary vocational, vocational education issued by educational institutions of other states, approved by the order of the Ministry of Education and Science of Ukraine on May 5, 2015 № 504, registered by the Ministry of Justice of Ukraine on 27 May 2015 under № 615/27060. The procedure for recognition of documents is carried out before the beginning of the second semester of the first year of training of its owner in VOTA.

1.17. When applying for studying for a master's degree foreigners submit to the Admission Committee the documents stipulated by these Rules for foreigners and stateless persons about the education previously acquired in their countries of residence and undergo a procedure for recognizing and establishing the equivalence of documents, carried out in accordance with the Procedure for recognition of foreign higher education institutions of higher education, approved by the order of the Ministry of Education and Science of Ukraine dated May 05, 2015, No. 504, registered by the Ministry of Justice of Ukraine on May 27, 2015 under No. 614/27059. The procedure for recognition of documents is carried out before the beginning of the second semester of the first year of training of its owner in VOTA.

1.18. Admission of foreigners to study for a bachelor's degree and a master's degree takes place in accordance with the established procedure after the adoption of the relevant decision by the Admissions Committee, approved on the recommendation for admission from the selection committee for the training of foreigners and stateless persons, and on the basis of enrollment orders that are formed in the Single State Electronic Database on Education.
